The New Scots Refugee Integration Strategy Delivery Action Plan 2024-2026 was launched on Monday, 19th August, at a well-attended event at Kelvin Hall, University of Glasgow. The event brought together key stakeholders, including representatives from the Scottish Government, local authorities, and the third sector.
The event began with a welcome from Alison Phipps, Professor of Languages and Intercultural Studies, and UNESCO Chair in Refugee Integration through Languages and the Arts. Remarks were made by Kaukab Stewart, Scottish Government Minister for Equalities; Sabir Zazai, CEO of the Scottish Refugee Council; and Councillor Maureen Chalmers, COSLA Spokesperson for Community Wellbeing. They shared their perspectives on the new strategy.
A panel discussion followed, featuring Larry Bottinick (UNHCR), Morag Brien (Argyll and Bute Council), and Andy Sirel (JustRight Scotland). The panel addressed challenges faced by New Scots, particularly in the areas of ESOL (English for Speakers of Other Languages), housing, and employment.
During the event, the Scottish Government announced the decision to scrap the plans for a free bus scheme for people seeking asylum. People seeking asylum and third sector organisations received the news with disappointment as access to travel is key for mental health, wellbeing, inclusion in the community and accessing key services, such as immigration advice with legal aid, which is not provided in the North East of Scotland. Additionally, representatives from various groups shared their personal experiences of becoming refugees and overcoming difficulties. The audience was also treated to a performance by the Joyous Choir of the Maryhill Integration Network.
Participants included community leaders, organisations, and New Scots, all contributing to the ongoing dialogue on refugee integration in Scotland.
Strategy Highlights
The strategy outlines six key outcomes focused on fostering inclusive communities, ensuring access to essential services, and empowering New Scots to understand their rights and responsibilities. It also highlights the importance of cultural exchange, policy involvement, and a coordinated response to future crises.
